STEEL CITY LEGACY LEAGUE RULES & REGULATIONS
League Eligibility
Players must be at least 18 years old before the first scheduled game unless approved by the League Director.
Every GM must complete a registration form for their team and sign a liability waiver before competing.
Players may only compete for one team during the season.
Team Rosters
Maximum roster: 12 players.
Minimum roster: 8 players.
Rosters lock after Game 4 unless approved by the League Director.
Only rostered players are eligible to participate.
Uniforms
Teams must wear matching shirts or jerseys.
Each player must have a visible, unique number.
Athletic shoes are required. No boots, sandals, or bare feet.
Game Format
5-on-5 full court.
Two 20-minute running halves.
24 second shot clock
3-minute halftime.
Clock stops only during the final 2 minutes of the second half.
Overtime will consist of a best on best 1 v 1 game to 7 STRAIGHT. - same scoring system as regulation
Possessions change after every shot attempt.
Each player has 2 fouls to give. - Bonus will be 1-and-1 in OT
No substitutions - Unless a player is injured or medical emergency
No Timeouts
Players will have 14-second shot clock
Timeouts
Two 60-second timeouts per game.
One timeout per overtime period.
Timeouts do not carry over.
Scoring
Standard basketball scoring:
Free Throw = 1 point
Field Goal = 2 points
Three-Point Shot = 3 points
Fouls
Players foul out after 6 personal fouls.
Team bonus begins on the 7th team foul. (1-and 1)
Double bonus begins on the 10th team foul. (2 Shots)
Technical foul:
Two free throws plus possession.
2 Techs in a game, you will be removed from the game
3 techs in a season will cause for a 1 game suspension
5 techs in a season you will be removed
Flagrant foul:
Immediate ejection and possible suspension. NO EXCEPTIONS!
Sportsmanship
Respect officials, opponents, teammates, and spectators.
Fighting results in automatic ejection and league suspension pending review.
Abusive language toward officials or staff WILL result in technical fouls, ejection, or suspension.
Unsportsmanlike conduct may lead to removal from the league & a fine up to $250
Game Start
Teams must have at least four players to begin a game.
Five-minute grace period after scheduled game time.
Failure to field four players after five minutes results in a forfeit.
Forfeits
Forfeit score: 20–0.
Teams that forfeit twice without notice may be removed from the league.
Officials
Officials’ decisions are final.
Only the team captain may respectfully address officials during dead-ball situations.
Weather
Games may be delayed, suspended, or rescheduled because of lightning or unsafe court conditions.
The League Director has final authority on weather decisions.
Playoffs
Teams qualify based on regular-season power ranking system
Conference wins = 3 points
Non-Conference wins = 1.5 points
Tiebreakers:
Head-to-head record (If tied in power rankings)
Point differential
8 teams - Single elimination until the Finals (Best of 3)
Playoffs will start with a Play-in game (8th & 9th seed) for the 8th spot in the playoff bracket
League Conduct
The league promotes competition, respect, and community. Players who repeatedly display poor sportsmanship, fighting, harassment, or threatening behavior may be suspended or permanently removed without refund.
League Director Authority
The League Director reserves the right to interpret, modify, or enforce these rules in the best interest of player safety and league integrity.
